Increasing Enrollment in Voluntary Pre-K Programs
The Early Learning Coalition of Osceola County wanted to implement an advertising and marketing campaign to increase enrollments in voluntary pre-kindergarten programs throughout the county. Global-5 produced a campaign, Smart StartTM with VPK, and placed advertisements on television, radio, social media, billboards, and fence banners.

Challenge
The ELC of Osceola County needed to ensure VPK enrollment numbers met their requirements for the 2024-2025 school year. Global-5 implemented a strategic advertising campaign that both described the positive impacts that VPK programs have on early childhood development and drove audiences the county’s VPK enrollment site.
Solutions
Creative Development
We developed several creative concepts for the ELC to review and approve. The ELC chose our Smart StartTM theme to guide our in-house advertisement production efforts.
Production
Global-5 went into full production mode to ensure the ELC’s advertisements could be produced, placed, and published on time. We developed radio spots in addition to a large variety of complementary graphics.
Strategic Media Buying
Our media buyers went to work to secure inventory for placement during the VPK enrollment window. We secured ad space on radio/streaming, television/streaming, Google Ads, Meta Ads and billboards.
Promotion
Using our strategic partnership with iHeart Media, we organized a backpack giveaway/enrollment event that brought a live radio crew to showcase the VPK enrollment push and increase media attention.
Engagement
We engaged VPK providers to provide them with our collateral and to use their venues for fencer banner advertising space. We also filmed on location at these sites for content that is featured in some of our video advertisements.
Tri-Lingual Approach
Osceola county is home to English, Spanish, and Haitian Creole speakers. Therefore, we produced materials in all three languages to ensure VPK enrollment goals were met.
Advertising Stats & Results
$750K ad placement extended over a three-month period.
During the life of the campaign, the VPK page was the most visited on the ELC site.
VPK enrollment goals were exceeded!
